The European Charter for Regional or Minority Languages was adopted by the Committee of Ministers of the Council of Europe on 25 June 1992 and opened for signature on 5 November 1992 in Strasbourg. It entered into force on 1 March 1998.

The text also appeared in the United Nations Treaty Series: UNTS vol. 2044, p. 575, reg. no. 35358.
